The NPRA was created by President Warren G. Harding in 1923 as Naval Petroleum Reserve Number 4 during a time when the United States was converting its Navy to run on oil rather than coal. In 1976 the Naval Petroleum Reserves Production Act (NPRPA) renamed the reserve the "National Petroleum Reserve in Alaska" and transferred it from the Navy to the Department of the Interior. The individual state volumes are included in the U.S. Total volume. The volumes in the table above are crude oil ONLY (aka Black Oil), excluding lease condensate. The production estimates in this table are based on data reported on Form EIA-23L, "Annual Survey of Domestic Oil and Gas Reserves." National Petroleum Reserve in Alaska. Formerly known as Naval Petroleum Reserve No. 4, the National Petroleum Reserve in Alaska (NPR-A) is now a vast ~23-million-acre area on Alaska's North Slope. In 1923, mindful of the land's conceivable petroleum value, President Harding set aside this area as an emergency oil supply for the U.S. Navy. Alaska’s oil reserves may have just gotten 80 percent bigger after Dallas-based Caelus Energy LLC announced the discovery of 6 billion barrels under Arctic waters.
ANWR oil reserves would represent 0.4 to 1.2 percent of world oil consumption by 2030, so ANWR oil would have little impact on world oil prices. At its peak, ANWR oil would contribute about 0.8 million barrels per day to U.S. oil production, but America would still import about 10.6 million barrels of oil per day.
